The "blurry" characters have little to do with the servers. Legends usually have 2 texture atlases for their skins, the default being the lower quality one, which is used during the match as well. The high quality one is loaded only in the menus and during the selection phase, then it probably gets unloaded from memory. During the loading and selection phase there are a lot of other game related things that are loaded and processed in the background, which have a higher priority than loading the high detail skin textures. Most of the stuff getting loaded is from the client, but there is some data coming from the server as well (ma config, other players data, etc.), so the "blur" issue can be caused either by the client loading and processing the data too slow or by the connection being slow.
My bet is that they've added or enhanced the encryption of the data being sent by the server, which resulted in the clients processing this data slower, causing delays and glitches during the most of the loading phases. So, it may be related to the recent attack, but not in the way you think.
I was wondering about the blurry loading screen characters bc that only started for me in the last season or 2. Yeah, I just figured it was some sort of optimization. The devs really got shitted on with this attack. They should have just shut everything down and fixed it during the normal work week. Titanfall?? I played it on my friend's XBOX a couple times. When I saw TF2 for PS4 then I had to buy it.
