I've never had a regular loot bin not give a gun on drop. The blue support bins and assault bins do not follow the rule though so if you are dropping on either of those you may not get a gun. The assault bins only guarantee a gun if playing an assault legend.

@hayhor the text says loot bins, this includes every fricken one of them , no matter if blue/red/whatever. blue lootbins also hold weapons at times.
And why shouldnt the other bins follow that rule , makes no sense at all especially when you read the Dev note :
"Bringing knuckles to a gunfight isn’t the most engaging gameplay, so we’re improving weapon acquisition consistency in the early game. When completely unarmed, opening a bin will guarantee at least a low tier weapon."
Pretty much like the good ol "play against similar skilled opponents" or "We will be matchmaking based on RP values as closely as possible"

@r1ggedgameI'm not saying it's right but a friend and I studied the different bins after I noticed I dropped on a blue, didn't get a gun and died. From what I can see it's not a bug. It's either designed that way or an oversight.
Blues and reds can give a gun but don't fit the guaranteed rule. So my advice is not to drop on them.
