I've never had a regular loot bin not give a gun on drop. The blue support bins and assault bins do not follow the rule though so if you are dropping on either of those you may not get a gun. The assault bins only guarantee a gun if playing an assault legend.

@hayhor regarding the vanishing items, i noticed its likely those boxes that appear to have a purple orb in the center of the bin
