Ya, seems right.
I mean it's LOS so you can hide from it, it's destroyable, and you can still see while it's hitting you. A caustic Ult you are blinded, highlighted, take damage through shields, is AOE rather than LOS, and isn't destroyable. All in all of Caustic had stacking damage like he used too he'd still be broken.
