I've found that most gaming companies, EA included, tend to err on the side of being too lenient against cheating, not the opposite. They go out of their way to avoid permanently banning paying customers, unless their logs show firm evidence of cheating.
As for players who are unbanned because of providing evidence of "hacking," I believe even many of them are guilty, but EA can't prove it so they unban. VPNs are so cheap these days.

@LaughingSharko That is a hilarious statement, that gaming companies error on being too lenient. In terms of "free to play" games like Apex, you fundamentally can just create a new account. The basics of the ban can be... Ban people, and if it's not an easy thing to decide (i.e. looks like a hack), just keep them banned, and make them make a new account.
For them they get the money they want either way.
