I - like many other folks - have been playing "elimination"-style shooters for a fair decade or two. It's...rather apparent when something is 'off' about another player, just based on experience, no matter what the game is. I can tell when it's Shroud or Sacriel or somesuch, and I can tell when it's just artificially 'too perfect'. Some of it can certainly be attributed to the difference in modern monitor refresh rates - I'm stuck on 60hz for the time being, and it's certainly hampering my capability in fights, but I'm aware of that fact and so too can just 'tell' when that's the difference.
What makes it very difficult to observe, too, is the rather obvious and simple use of a 'toggle switch' for using these 'trainers' and cheat programs; only using them with clever timing in the heat of the moment *just* when you need a good clutch, for instance, would obviously make it rather difficult to detect what's going on just by watching.
It's a complex problem to deal with, and I sympathize with whomever has to find solutions to it, because it's constantly trying to play catch-up with a legion of angry gamers at your back. Still, Respawn has the means, the experience, the tools, and I'm hopeful they can find concrete solutions to it - particularly given how more and more since launch day I've seen it happening.
Something that would help the situation in a somewhat tangential manner is tweaking weapon balance; if there are no 'stand-out' weapons that offer a clear advantage (which aimbotters would make use of as a matter of course), then 'legit' players have a much better chance of being able to withstand the unfair advantage granted by these cheats. (current example obviously being the skullpiercer Wingman)
