I'm having the same thing, cannot play on Amsterdam or Belgium
I doubt it's a phishing attempt. At least I'm not seeing any clear signs of it. For them to get anything valuable from you, they would either need you to actively type in your account info somewhere so they can get your data from your own input. Or they would need to install a hacked client version onto your drive with an attached keylogger or data retriever. They aren't doing this however since you don't actively download anything from the selected servers, and neither does the website. And the game's cache isn't enough for this. Getting your IP is the only thing they can do, and I would guess by now they have gathered at least a thousand IP addresses, many of which have VPN, and most of them would be too much to DDoS.
I genuinely think it's only an attempt to shut down the servers and nothing worse. I can be wrong but I think with the amount of technological knowledge I have, I can 90% assure you that game accounts and bank account info will be safe.
