What's with the slow matchmaking?

I've migrated to PC from Xbox and unfortunately nothing carries over, so I'm just a level 5 (apparently this has something to do with matchmaking?) 

Ive got relatively low latency at 30ms and my Internet is fine, but its taking between 20 - 30 minutes of sitting in a Trios queue before I get a game? Any idea why this is the case when I can jump in a Warzone lobby and find a game within 30 seconds?
