I play a fair amount of Valk, and I have also spent a fair amount of time learning how to kill her (or be killed as her). To this point:
1) While there are disagreements by how much, I can confirm that a LOT of that jetpack is part of her hitbox. Trying to shoot her head on/from behind in the air can be hard (in particular if they know to feather the boosters) but from the side (in particular with a shotgun) is much easier. Try to flank her (Peacekeeper or Mastif from the side with her is like shooting clays).

2) Don't bother trying to chase in urban environments. That's part of the game. Getting YOU to chase her like a rabbit hound while her allies flank you or you get 3rd partied. Gather up, re-group, make her come to you. Yeah, she has that mobility advantage in urban OUTDOORS, but being indoors essentially shuts down her tactical and passive. (The same can be said for Horizon and Pathfinder here, but really notable on Valk)
2.5) If you can, make her chase you out into the open. Without tall things to fly around, a Valk in the air is a sporting clay (Path and Horizon win here due to speed of their movement options). There is a reason what when I am in open areas with little tall cover I RUN from cover to cover rather than fly. Flight is limited to about walking speed with short distance bursts of faster speed if they feather the jets. And if they are doing that, well, there will be a pattern similar to a wave form that you can lead and shoot. (I suck at the shooting part, and if I can 50/50 headshot Valk with a 30-30, so can you. Try and shoot on the up-curve of the wave so if you miss the headshot it's still a body.)
Other pro-tip: Once you cracked her shields, flinch applies to in air movement and missile targeting too.
3) Revenant. If you really hate her, play Rev. Nothing more fun that watching her drop from the sky or jumping like a panicked rabbit when she's been silenced wondering why she can't fly now.
4) Remember, other than her missiles she CAN'T fight back in the air. No guns. If she's flying, she's not shooting at you in a way that you can't clearly see marked on the ground. If she's just used it, she's not using it again for 20-30 seconds. If she's flying, use that time to reposition without getting shot at by her. Anticipate where they might go and flank that position.
