Why doesnt respawn raise the minimum level for rank?

I have been having to many smurf accounts lately in ranked. So a level 20 player has like 200 kills on one champion. Why does respawn allow this? Too many of my friends have given up on Apex Legen...

@Heressy01 See, this is where I like to kill people with my main account. I like playing in Bronze and Silver even though I've made it to Platinum 4 seasons in a row. Smurfing is almost the same as normal play, except that people get mad at smurfs. But a higher max level is a good idea, just saying that it might not work and would probably get some backlash. I just enjoy making people expire (Gotta keep it PG) over and over again. :D

@Cracjaw450 I am too always in plat. Been once in diamond but it was short lived. I get the appeal of going into bronze and silver lobbies to make it easier to kill and be less ''on edge'' through the game but it is how you make a new casual (potentially competitive) player from playing the game.
