Why is Octane still so bad?

Bangalore passive only gives short boost of speed, while octane's last longer. Both have their usage.
Only thing Octane lacks is more team oriented abilities. I don't think he will ever be competitively viable. His jumppad is kinda meh. As a individual character he fares well enough tho. Like the devs had said, more buffs didn't make the cut for that double jump patch. We will see soon in the latest patch I am sure.
