Why is the L-Star the only gun on the game that doesn’t come with ammo?

It’s so annoying losing an early game fight because you pick up an L-Star and there’s 0 bullets in the chamber, why is that? is it deliberate or a mistake? 

personally I feel like they just forgot to include the bullets when they removed it from the care packages and made it floor loot (which would make sense given the magazine capacity and no traditional reload / cool down nature of the gun) I can see no other reason why they’d not include any ammo 

It’s only a small problem, but I still think it needs to be addressed and have bullets already included when you pick one up just to make early game fights more fair
