If there is a higher amount of players playing, then so will the amount of bad actors increase.
Don't get me wrong, cheaters have had quite a strong presence within this game, though in a F2P game, I don't think it's that unlikely for cheaters to spike at moments when there are just more players playing the game in general.
I doubt there'll be much change in that department, even if detection would work faster, players would just make new accounts and do it again. With more active players at a certain point in time, banning a lot of them will likely not be all too noticeable for most of the players if they just start making accounts again.
