As far I'm aware, the usage of CFG's haven't been allowed nor have they explicitly said that they aren't allowed.
I can understand using them for performance related reasons, though I believe that automating movement like such isn't really a great idea.
From my point of view you'd practically create a macro, which would be against EA TOS.
Here's what a Community Manager has said about it:
Generally it's not a good idea to automate movement, the general guideline is that one player input should never equate to more than one game input, and in general it's best to protect your account by staying away from that stuff.
For performance config, it's usually best to stick to the in-game options where available. General tweaks to improve performance should be fine, but if hypothetically there were a way to give an advantage (improving visibility by removing intentionally obscuring effects for example) this would not be allowed.
Can't really say for sure if you'd get banned for it, though I personally would strongly advise against using it

Adjusting config files has been allowed in the past in tournaments, but it was specifically allowed for in the rules for those tournaments, but not in recent tournaments.- 2 years ago@OldTreeCreeper okay, thank you
