So her Tactical is situational? Sounds like a decent design to me. A "Get Out of Jail Free Card" would be OP.
If you're dying while entering phase frequently, then you need to become more aware of that deploy time and adjust your strategy accordingly. Shield broken? Time to hoof it, or die. I mean, i understand where you're coming from. But it doesn't happen to me very often because I watch my health carefully and strive to phase early enough. Adapt or perish!
