Gun Stuttering

My game keeps stuttering ONLY with hand movements and gun movements. i.e. running, reloading, and idling. I've changed my settings around and even tried DX11 vs DX12. nothing works. I tried Verifying Files, Reinstalling, Running as Admin and nothing seems to work. it makes the game almost unplayable and unenjoyable. Its even worse when spectating a game. does anyone know how to fix this?
