You should be able to make your own tournaments in-game now (since the release of S16)
I'm pretty sure you're just allowed to host tournaments for your community via this feature as long the tournament follows the guidelines you've linked in your previous post.

As @XHelperZ mentioned, the Custom Lobby option is now available directly in-game, and you'll no longer need to reach out to the email from that page for approval.
There are minimum player requirements depending on the mode you're trying to play, but aside from those you should be able to create your own Custom Lobbies at will to play with your subscribers. 🙂
but I would like to get codes for creating extended lobbies for tournaments and scrims. this is necessary in order to be able to rename teams. if it is possible, i will be very grateful
