I've had a PS4 account since 2017 and a steam account since 2022, both are linked to this EA account, and I'm yet to recieve a prompt about cross progression. I haven't played the game for a good while now but I still don't understand if I'm doing anything wrong or if I can't even get cross progression?

As far I'm aware, this prompt shouldn't show up anymore as the main merge has gone through. (Not 100% sure about this)
So cross progression has already rolled out for all accounts, even for those that have not received a message.
If you do not have the progress from your PS4 on Steam and vice versa, then it's highly likely that you have your PSN account linked to a different EA Account than the one your Steam account is linked to.
You can check which platform accounts are linked to your EA Account via this page: https://myaccount.ea.com/cp-ui/connectaccounts/index
If it's indeed the case that your PSN account is linked to a different EA account than the one your Steam account is linked to, then it's not possible to merge this data together.
Like I said, both accounts are linked to this EA account. I have been playing this game on and off but I'm yet to get the progress form my playstation account (which has much more progress than the steam/pc one)
Were any of your platform accounts relinked from an EA Account? (e.g. unlinking your PSN from one EA Account and linking it to another)
Even if they are currently linked to the same EA Account, if they ever were relinked after you made progress, then whatever progress you made would've been left on the previous EA Account.
I don't want to make you repeat yourself, so sorry for asking, but I just have to make sure, have your PSN and Steam account always been linked to the same EA Account?
If they have been linked to the same EA Account for a while and you have not received any data between platforms from cross progression, then it could be potentially something else. If I recall correctly, some unlucky players did have their progress lost during cross progression, but they did receive a lot of Apex Coins, Crafting Materials & Legend coins to compensate for it. Have you received a lot of currencies since then? If so, that might explain what happened. (In that specific case, the progress cannot be reverted sadly enough)

Keep in mind that to play the game, a platform account is required to be linked to an EA account, otherwise you would not be able to play.
Were you playing on your PSN account before you played on your Steam account? If so, that would mean that your PSN account was already linked to an EA Account (As you mentioned that you linked it later than your steam account)
So from what I'm hearing, it seems quite likely you relinked your PSN account from one EA Account to another.
Meaning that the progress you made on PlayStation is stored on a different EA Account, thus the progress you made on PSN cannot be merged with the progress you made via Steam.
This is the only EA account I've ever had, I checked all of my emails in case I've made any that I don't know of but found nothing other than this one which was made in 2019, and I haven't linked my psn or my steam to any other account, I am a 1000% sure on that. I've had my psn account linked to this account, and only later when I started playing on pc, more specifically when I found out cross progression was coming, I linked my steam account to this EA account as well. As much as all of this makes no sense because my cross progression didn't happen, I am beyond sure that all of this is true and that there is no alternative EA accounts I've linked my original account to.
