120s cooldown on helis/attack vehicles should not be put in place in conquest

@SpudBug One of the additional settings on our Friendly Fire enabled Classic BF4 servers was 400% vehicle respawn time. And in my opinion, that was a good way to set it up. So 2/3 vehicles double respawn time is something I like to experience first. But it seems to go in the right direction.

the only people that don't like the cooldown or the m5/soflam TEAMWORK combo are vehicle mains who like to farm infantry.  infantry players such as myself enjoy the change

    @Psubond The soflam did not work with a launcher that was one hit kill in bf3 or bf4. It works with a lower damage launcher
