2042 Stealth Helicopters: Fix them, nerf them, or take them out of the game

Even after the recent updates, playing against the Stealth Helicopters is ridiculous.  Pilots are still going 60, 70, 80+ with no deaths.  I have 900+ hours in 2042 and leave the servers with Stealth...

I must suck with the stealth heli because I tried them when they first came out and was shot down within at least 30 seconds.  I haven't touched them since.

@CantGetRight I’ve done all right, which again is proof it’s a little tweaked. Make Soflam lock on, and don’t buff anything else. Gives us a fighting chance.
