6X Thermal Scope not Zeroed correctly.
The Scope, at distance is off. You have to aim slightly high and to the right of the target to get a head shot. So if you are looking at the cross hair, the head would be in the lower left quadrant...

@DaRougaroux This is a common issue with many weapons, including vehicles some how. Where you getting this with only 1 weapon or many with that scope? Consider a bug report, they do eventually seem to fix it.
It seems to happen with the snipers and the SVK at long distances.
