Add an automated mechanism that shuts down portal servers if they are empty

They are a problem,

always when i try to use the search option on the portal search, everything i get is a wall of empty servers,

i recommend having them removed if the server had no players for like a week or something like that so the mental image that players get is that people are not interested on using portal instead of looking at that as a graveyard.

(also you could try and fix a few of portal bugs like not being able to shut down the server if its too full or the point system not being properly displayed after skipping a map)
