Based on these videos, aim assist is part of the problem. It still has limitations, but it sure feels sticky when you are on the other side:

So just ADS'ing locks you on the target (if that option is enabled)? I have the exact opposite. If I ADS while already on a target, I have to re-aim because the crosshair is now off the target.
Also, before console players flip out on me (again). Aim assist is needed, especially for moving targets, but balancing its strength is key.

@Adamonic That video is a bit misleading as he explains in a later tweet. All the aiming and the the amount he has to move the stick is player controlled. He can just feel when the aim assist kicks in and use it, and it definitely isn't as easy as he makes it look as my efforts would demonstrate (I would've liked to have got into a portal server to get a test but the game wouldn't have it, but that's another issue).
There is a setting that will snap when ADSing but in all honesty it's very weak, unless it got a massive buff (I've not used it for years so wouldn't know). It will aim at the nearest limb if you are a bit of target, I'm talking cm here not something you'd see in single player games where the game aims for you. The same person has a yt video explaining that lots of times it will hurt your play as much as help it.
