The implementation of 'all chat' is basically for free and does only 'waste' very little development time if any time at all. Maybe it was even implemented before and they just removed/disabled/did hide it for the release of the game.
Furthermore, designing new maps is something that is being done by a COMPLETELY different group of people (unless we are speaking about a 'one person indie project') than those working on the game itself. The reason why we don't get any new maps is because they decided they do not want to and did not assign any of the level designers the task of working on that.
Thinking back though, it was said this is more for text than voice. Text I can ignore. Chat is the one I hope they never implement. I've left online games because a teammate sounded like they were eating their controller. It's like me standing behind someone with the noisiest bag of chips while you're trying to concentrate.
No classes. No chat.

No classes. No chat.VOIP has been implemented after the uproar when it wasn't included at launch. However you have to turn it on in the sounds menu. Don't do it if you don't want to but it has been an asset and fun in past BF games to help squads work together and even make online friends. If you are not partied up there is no other way to voice chat since you cant connect on Discord. If some idiot bothers you with constant trash talk, loud lousy music, or obnoxiousness you can individually mute him.
