Good, so it should be. The players on the ground should have some sort of fighting chance as this is our only weapon to fight it! Being a player on the ground and getting smashed by air is not a nice exp, so to have the FXM is our weapon choice against it. So I hope it will not be nerfed!!
Both teams have aircraft that can counter each other. Air superiority should be rewarding after winning in air combat. The handheld rockets make it almost impossible for a good pilot to survive. In fact, a good pilot and gunner are punished for scoring kills as those people respawn with FXM-33's and vendetta. They 100% need to be nerfed. Personally, I think they should be removed altogether and replaced with stationary AA just like in previous Battlefield games. This would give the pilot a chance to counter instead of having to spot ants with rocket launchers. There are often 10-25+ players using them which is incredibly imbalanced. Alas, I will be satisfied with damage reduction down to like 20% instead of 50% and 100% (sometimes 1 rocket will blow up a chopper) and greater ability to dodge the missiles. This way infantry can still feel the satisfaction of returning fire (even though heat seeking missiles require no skill) and the pilot has a chance to evade.
