I feel that his shield needs 2 hits to kill the enemy to make things a bit more grounded and in line with the perceived scale of damage of weapons but make it easy to do so by making the first hit that does like 50 dmg or so - more if in the head - makes the enemy stagger and disoriented a bit then being able to follow it up with another hit killing them. When they're disoriented they can shoot but the aim will be inaccurate so there is still a chance with luck to damage or kill you when they get hit the first time.
Feel something similar with the throwing knife and crossbow as well, if you get hit in in the arms or legs it would do about 50 dmg but they would be stunned and the next hit anywhere would kill them, and hit in the head or torso would be 1-hit kill like it is now.
