The 90% might be wrong, but the Problem is still there. Yet you are trying to deny it, even in a completely different post.
Since early access 12. November 2021, I had no problem to find a game within 10 seconds and they were 95% without bot.
Only games in late night\early morning (somewhat between 1am to 8am) you will get half full games.
I play on PC, cross play off in EU region (GER).
Some players have much longer loading time because they are using traditional HDD which has an impact on round start.
But still than you wait around 60-90 seconds, I would guess (never stopped it)
So only things that I observe is that some people are impatient on round start and leaving the round which give all a longer delay.

@CountSero From what i see on here, mostly people in the EU are having no problem getting into a game. But for someone like me who is in northern canada it is impossible with cross play off and with it on can not play very buggy.

Here in EU it seems to be fine for most of the players.
Maybe open up an Bug report if there are enough players with this issue it climbs up the list and get a higher priority
