Usually a game content is account connected, but it can workout different if they login through the same console and start the same application then.
But if i remember right from PS4/PS5 in general, if you have an account with a Game installed where you have also Premium or even something like PlayStation Plus membership, all the other accounts on this PS console should have access to certain benefits if this Console/Account has been set as your Primarily one.
I think the PS menu even explains you what benefits other accounts have if you want to set it as primary one.
Best is if you get the game and have everything installed and ready, playing with your own account ans see all the available content. Then your brother can simply login and see what content is available when he starts up BF2042.

That is correct @Its_Travis_199 !
What is important is that the PlayStation main account is the one acquiring the licenses for all games to be bought/used/played in the household. And that this main account is the one used to download and install the game on the console.
If done this way, then all sub-accounts on that PlayStation will all be able to play the game.
But all the in-game frills will only be available to the single unique soldier registered at EA for that license. Aka skins/in-game currency/weapon packs etc.
Like in BF4, a main account could purchase the full Premium version of the game. Install and play it all. So could also the sub-accounts playing on that same PlayStation. They also had access to all the DLC maps etc. But their soldiers did not have Premium status, aka so they could not enroll into the Phantom program, they did not have the expanded emblem editor, they did not have access to the Premium Easter Egg or the Premium dog tags for their soldier...
