Doesn't sound like a bug. People have been putting C4 on their drones and using it to blow up armoured vehicles.
The reason it hovered for 4 seconds by your vehicle is because the person had to fly the drone and then switch to C4 remote.
IMO, this requires quite a bit of skill to pull off and should be allowed. The drone has to be very close to the vehicle and the vehicle has to be stationary for it to work.
If you are in a vehicle, you can very easily counter this by moving your vehicle or shooting the drone.
Shooting those drones in a tank is pretty impossible
