Having a spawn countdown allows people to grief/throw games by wasting vehicles. The only vehicles I'm fine dealing with that sit in spawn are the wildcat and the Tor.
The wildcat is 80% AA, 20% ground/infantry vehicle. If its sitting in the back of the map taking enemy air out then its playing its role as it would in real life. Youd never see an AA vehicle IRL barreling through the frontlines unloading its 30mm on infantry or an M1 abrams... like come on. If im in the heli and I get downed by an AA in spawn then thats on me. I'll take my 2min respawn to watch the AA and create my next tactic to take it out when im back in the pilot seat. If anything, the Wildcat needs a refresh. Either the 30mm gets a shot spread decrease so the shots have tighter grouping or the 35mm gets a velocity buff. Damage does not need to change.
The Tor got a good Nerf IMO. No more one-shot tank sniping. If they sit in spawn its a guaranteed loss for that team. The Tor has no benefit sniping anymore so go ahead! Waste that crucial vehicle slot for me and give my team that edge.
Any other vehicle in spawn is a waste. If you got a Timmy that's petrified of damaging their precious 1.2 k/d and 0.5 W/L ratio then back out and move on to the next lobby or head onto portal where the server owners have more control on booting these players.
I agree to the spotting notification. Maybe give us a notification window on select characters or have our character say something like "I've been spotted!" or "They have my coordinates" pending character type respectively.
As far as classes go i agree with this. I will add that the support classes need some better anti-vehicle assistance. They took AP grenade launcher attachments and reduced them to one round. Then silently re-implimented them to have two again which... thank heavens for that. The support class needs the anti-tank grenade too. Support doesn't need to be an anti vehicle main by any means... They just need more means to deter vehicles away. Angel needing a rework is an understatement. He doesnt need Defibs and would benefit from med pens. Assault should get defibs with an extended revive time and be able to revive non-squad teammates.
Rpgs shouldnt be lock on with SOFLAM assist... Especially when they can one shot air vehicles. Keep them manual aim only.

I appreciate your feedback. Also I would take C5 from the medics/assaults and give them to supports. That takes away the unpredictability of Mackay/Sundance and gives support some attributes back.
