It has nothing to do with player population. You see in the beta it would put you in a server with bots. That was one of the reason for bots. The beta had even fewer players and solo ques with consoles worked .
It also when you are in solo que and in Caligula squad that means there are 12 players just on your team sitting in que and the server still wont start.
This is a server match making issue and a failure to launch servers. Even if there were only a 1000 xbox or PS5 players queuing that's still almost 10 games that should be active. I'm pretty sure there are more then 1000 players in na or eu queuing with crossplay off.
Queuing in a group does not work for me. XSX user here, West Coast US. Have not been able to join a server since before Thanksgiving with crossplay off. I agree with the rest of your post though, gotta be a matchmaking issue. If only EA/DICE would tell us about it instead of us having to wander around like chickens with our heads cut off about this issue... DICE plz
