Respawn points on flags. They don't change, players learn when enemy would spawn and this means that when they spawn, they will be instantly eliminated by attacking team guns pointing at known direction.
As for map design in general:
Pitty that you intend to remove E1 from Renewal completely. I really like that place for its space for close to mid range combat. I think the problem is not E1 itself, but its placement. It's too far from anything. Same for B1 on this map. Instead of shrinking maps and removing points maybe you should consider making more than one Base Spawn Points? 2-3 base points should be enough to make it easier to hop into action fast. Also maybe you should consider introducing E2 and B2 on path between B1/E1 to C1 to make it less walking simulator?
