hacking the helicopter seems to cause massive damage. It seems a way better way of dealing with helicopters than the stinger but I never see anyone take advantage of it with a follow-up stinger shot...

Hacking does not cause health damage. It causes temporary modular damage which cripples the vehicle.
Sadly most players are too busy "enjoying" doing their own thing that they usually are not ready and waiting to take advantage of your hack.
