You're right it doesn't. Cause I'm on xbox. However, I was advertised that I could turn off crossplay and bots would fill the lobby. That's not the case.

and since we can only assume the numbers off the steam trends i'd say they are about the same on all platforms. total numbers may vary per platform.
concerning your problem...
most likely there were not enough players to string up a server so you got thrown back, either keep trying or turn crossplay back on to increase your chances....

Crossplay options have to work on PS5 because Sony requires those options work. There's no such requirement on Xbox or PC. I'm convinced crossplay options on Xbox and PC are are either bugged or broken.
- ElliotLH4 years agoHero+@TheThurston13 I quite often have to re-enable it to get a match but I'm not so certain that it's bugged. Mostly as there's lots of factors in play too: there'll be a limited player pool as you'd only play with others who have crossplay off, the apparent lack of players overall, then there's things like region and matchmaking, time of day and that there's still a lot of people who aren't on the new Xbox Series consoles yet. If you just want to play with other console users then you might want to think about playing the Xbox One version.
Also, the game still needs a certain number of players to be queuing before a match will start with bots. - kregora4 years agoSeasoned Ace@TheThurston13 The people that have crossplay enabled and those that don't can end up in the same game.
So you are only matched with other XBox players that also have crossplay disabled, that are looking for the same mode you try to join.
All modes have minimum number of players that are needed to start a round. It used to be 16 human players in each team, but I recently joined a match with 12 on one and 11 on the other team and I believe 32 AI on each side.

Servers still require a certain level of players for them to 'turn on' and the game doesn't have the number of players playing with crossplay off to do that. You could try solo/coop if you don't mind playing solely with/against bots.

Dont turn it off!
Its been a bug since launch. Even when the player base was full. On series S I would load endlessly from empty lobby to empty lobby for hours with a full squad. It simply doesn't work.
Some older systems around the world would have some luck, but its incredible that they didn't add an AoW Server browser with console types as a restriction to the server.
I would have bought and continued renting a server to have custom high ticket games like I did on bf4
Official Rush in portal allowed me to play a 1 x 0 cross-play match when it should have been 16x16....there was nobody on the map but me, no AI, nothing...got MVP....amazing (sarcasm)!
Turning off cross-play while playing on Xbox equates to hitting Control-Alt-Delete on PC...
