Similar to as i also said in a different thread about a topic like this.
If so many people get killed often by a good chopper pilot they start talking in the ingame chat about it ect. but nobody actually comes back with AA rocket launchers and stuff to f*** up that chopper. 😉
If more players in that lobby would play that way, you either get him down quick and stop him enjoying flying. Or if he still keeps getting away with flares, you at least stop him from farming kills. Because if many people lock-on as soon as he comes close, he basically has to turn before he can even start farming kills.
If he keeps flying low to stay below radar, get him with none lock-on rocket launchers because he will be close and easier to hit.
Sometimes players just also have to do something instead of talking ingame how annoyed they are.
I mean, if he kills that many then there is a whole team being annoyed. As a team you are strong! 🙌

I've posted proof that Rao's hack is inconsistent, no word on that being fixed. The same bug is present with the SOFLAM. Why would anyone waste their time using team support gadgets when they don't work properly.
In summary of your argument it is apparent that you deem apparent imbalance as something that stems from a "skill issue", this is unequivocally false when the tools available are themselves to blame, when a tool such as the 20mm AA Flak is introduced, a tool that works as intended despite a hit notification bug, it should come as no surprise that people will use what's best available to deal with aircraft. To then completely remove it instead of making minor adjustments and fixing the associated bug just tells you a decision was made on the spur of the moment.
In a nutshell, a viable tool was removed when it should not have been removed.
