I agree, I don't believe there is a region/ping lock.
Once in a while there are matches that just 'feel weird'.
Sometime hit registration is off, and I wonder if I am too close to an object, that I hit an invisible wall, or if my bullets only hit air.
Then you have the friends or enemies that leave a frozen image of their likely hood, while they are still moving around somewhere else.

Yeah I have been experiencing more of these type of incidents in recent days too.
I came up behind a guy and emptied a whole clip into him and he continued to run on around the corner, even I am not that bad a shot. 😃
Also have noticed some occasions of the frozen images you refer to, not good.!!
