What is going on with this game??
I shot multiple shells from the M1A5 tank at the feet of enemy players with ZERO effect.
This game is SO inconsistent.

Well the first thing you need to do is switch to HE shells.
They offer increased splash damage against infantry and in 2042 infantry are the main threat to MBTs not other tanks.
The downside to HE shells is their slower velocity and shell arc trajectory which makes taking out choppers a lot more challenging.
And they do less damage against vehicles compared to the Mpat shell.
You should try to change more of the loadout if you wish to use HE shells.
Because the HE shell is doing more infantry killing but is much weaker vs armor, you got to switch the main gunner seat to the ToW in order to allow the passenger to assist with tanks.
Meanwhile it is always a good idea for the seccond gunner seat/ pod to have the Mortar shell which is basically a second HE shell but stronger
If you want to kill infantry, use HE shells are very effective, as long as I drive tanks, I use HE.
But the slow flight speed and full serious arc trajectory must be adapted.
Other shells attempting anti-personnel is a joke.
In addition, the shells will be blocked by the iron fence. I think that if all the vehicles are equipped with iron fences, they will not be afraid of any shells.

Those fences are so annoying!!!
I don't remember any previous battlefield game that had those flimsy criss cross metal fences stopping a tank shell before.

@Tank2042ManI use the HE shell and there are many times where I fire directly into an enemy and he runs away then the very next shot I'm 3 feet off and the guy goes flying through the air. It is very inconsistent and has been for quite some time
Well the game is not consistent, server performance, lag, netcode all effect every projectile you fire with any weapon, its just the wsy it is so you have to play the percentages.
Just like they teach the strikers in modern football. Keep going for the angles in front of goal and you'll score more often.
HE shell is the anti infantry shell and will save you dying in your tank a lot compared to the MPAT vs infantry.
I remember when I first switched to the HE after spending dozens of hours persisting with the MPAT and how liberating it was.
Now I didn't have to stop the tank, steady the laggy turret and line up the infantry perfectly and fire... and still miss!
All that wasted time trying to line up infantry so precisely when I could fire a HE shell close by and either get the splash damage and kill them with the follow up splash damage or get the direct kill and move on.
Killing multiple infantry on slopes/hills is almost effortless with the HE shell.
