Frame Rate Doesn't Change Regardless of Settings

I'm getting the same framerate regardless of what graphics settings I put the game on. in open maps like Breakaway its about 70-90fps and more detailed maps like Manifest I get about 40-60fps, however changing my resolution from 1440p to 1080p has no affect nor does changing the settings from Ultra to Low, no matter what it is always this frame rate. Also in Task Manager it looks like the game is only using 30-35% of my GPU while playing. Does anyone else have this issue or is it just me?

In BFV, BF4, and BF1 I get a 100-144fps on ultra 1440p no problem. All Games are installed on an SSD.

  • If frame rate doesn't go up when lowering resolution, it points to a cpu bottleneck.

  • I have the exact same problem. I have a Ryzen 9 CPU that never goes over 32% usage. So I don't see how it can be a processor bottleneck. I even tried running the game at a ridiculously low 1280x1024 and I still can't go over 80fps. I run the new Call of Duty at 2K, with all settings to max and I get 135 fps.
