I feel the complete opposite of the OP. I believe Dice has actually come a long way on this game with their anti-cheat but lack everywhere else.
In a game so riddled with inconsistency sometimes it is hard to tell the difference between what appears as a cheater and what just the bad game itself.
However the scoreboard usually highlights the people playing with other than "Stock software" and I really haven't seen any.
BF4 I remember floating weapons and scores of 245 kills and 3 deaths.
Helo nubs might be able to get the high K/D ratio but are easy to verify. Last server I was on the top player had 56 kills and 24 deaths, if they are cheating, they are bad at it.
Had a few matches there and it was pretty clear there was a cheater on the other team. Wasn't the only one to point it out either. Every match this player was getting over 60 kills minimum on foot, with a KDR of less than 20 at most, and under 10 at least. Their score was miles ahead of anyone else, with exception of their number two, who was also getting incredibly similar scores and likewise only landing headshots. At one point I encountered them and they started bobbing up and down with crouch/stand and then instantly took my head off with zero accuracy loss as they were strafing. The other one did a perfect 180 and nearly killed me for a fourth straight time. Both were relatively low rank as well, and yet constantly topping the teams and server.
I want to say I have had instances where I told myself that the person that just killed me was a cheater but then I doubt myself because of the bad net code.
If anything I feel having a ping counter on the board would give at least some clues to suspicious moments. But still, some things really are too frequently suspect. It doesn't make a whole lot of sense if one person seemingly has the most perfect netcode to rack up dozens of kills in no time while others are all gradually racking them up, and then they do that in multiple rounds back to back with all of the variables and changing players of varying skill and experience.
