Portal is and was always going to be niche and there's nothing stopping someone creating their own server.
If you have to blame someone then blame the playerbase, Dice have created the platform, players are free to use it.

I would say 90% of Portal's dismal performance is on EA/Dice.
It has not been sufficiently supported since launch, the auto-scrolling in the "Browse" function makrs it essentially useless.
The XP restrictions put in place since shortly after launch basically made it a no-go to a lot of players.
No option to select which "Eras" to play.
No way to weed out "vanilla" or " hardcore"
No way to filter Full XP servers vs. Restricted XP servers.
Servers must have a minimum of two players to even show up when browsing.
And of course NO NEW CONTENT since launch.

100% this, I find Portal to be very user unfriendly because of the reasons you list above,
So much potential is being underutilised, if they addressed each of your points then I for one would be a more regular user, as it is I currently.rarely visit Portal .
I do play the DICE official weekly featured playlists in Portal when they are to my liking.
What killed Portal is no new maps. When 2042 was first detailed, Portal sounded like an awesome game mode and I think we all expected new maps from different BF games to be added with each Season. But no. Nothing. I rarely play Portal now, why bother?
