Get rid of EMKV90-TOR one shot nonsense

Get rid of TOR one shot nonsense and for God's sake stop bringing one shot no skill, no IQ, any noob can use with great success weapons.

@Psubond My point on physics of a railgun is if you lower velocity it isnt a railgun anymore

    @Psubondneither is 30mm in game as 30mm. 

    Sorry stupid thing to argue. But is it dumb enough to give me some warning sign like some beeping? At least I know not to get shot just like that?

    Or reduce damage?
