I can't recall all my settings off the top of my head but again, HC will mean different things to different people so my settings may seem docile compared to others. I also recall a thread you created that I tried to get back to and couldn't find. I think your damage was set to something like 4 which you thought was too much. ....I agree.
Personally, I've been sticking with headshot @ 2 and torso @ 1.8 - 1.9. With that it seems headshots are mostly a 1 shot affair while body shots can be ~1-3. It seems to feel like a good balance that still keeps the different weapons relevant and the gameplay fun. If it's too high then every weapon is essentially a 1-shot kill so we would likely stick with one instead of using a variety of them.
Player damage I currently have set on 1.5 since my friends are old (like me) and just getting started in the game. Once they get they footing I could see decreasing closer to 1. AI is set to 1, regen is on but set to .5, global is set to 1.5, etc.
On another note, movement speed is also set to .8, the lowest setting and the traversal(?) sprint is turned off. I feel this is much more realistic and it also exposes players to more fire when out in the open, moving between cover, etc. ....so you need to take that into account when looking at the 1.5 player damage. You can still get "one-shotted" btw if you take one to the head.
It's a tough balancing act and I'm always tweaking / testing things between the sessions when my friends and I will meet to play. Sometimes these settings don't work so well with one set of assets vs. others. I'm still getting used to it.
