If this hardware cheating doesn’t get resolved before BF2042 comes out, it’s safe to say that even bots is not going to prevent lopsided games from happening.
Though technically it is possible to lock the consoles (and the games that runs on them) only to use certain qualified hardware components on them, then we are definitely (unfortunately) not going to see such restriction put in to the BF2042 game any time soon.
It is also a somewhat murky field, as the console manufacturers also benefit from their accessory partners they have out there, who also make some of those shady gadgets you refer to. So though the console manufacturers could stop such usage, they wont...
Likewise the game developers can also put in such restrictions, but they wont, so far...
Now as we observe the outcry against cheaters are gaining momentum and outrage, then the game developers now start to take real tangible action with AC measures. And sooner or later, the hardware cheats will also get more and more attention and be addressed. As it should be!
So far, I think our best hope is having servers run with serious community admins. And to support that, we absolutely need the spectator slot and the game recording function from the get go in BF2042!
