The whole engine needs scrapping
@emerson1975It's not an engine issue. I've always thought that next to Unreal, it runs great actually. Frames are usually pretty solid for having destruction, amount of players, projectiles, and everything else going on that's impressive. It's CPU heavy, so when you add more players it's exceeding or nearing the limit of what's practical for a server in this type of game. When it's 64 players, I don't think there's an engine that could handle this game any better. Also keep in mind that Engines get updated, and it definitely has been for BF with every new iteration.
The way networking and hit reg are handled is a different story. It's not that it's designed poorly in coding sense, it's that it caters way too much to people with bad connections or high pings. A lot of games are doing that these days and it's infuriating. Big companies, usually the publisher is the real problem, are trying to make money above all. They're trying to reach the biggest player base and give them a "fair" experience at the cost of other people. That's probably why there's always that one guy that doesn't take damage and kills you no matter how much you catch them off guard.
