Oddly I prefer this game solo ie with bots. So yes, some maps are broke (they make no sense in regards to breakthrough points), vehicles are death machines, and some weapons are suspect.
However, my issue is with bots - they are quite broken. For instance, try this bot only rush mode (pistols, grenades, and gadgets) - AADHKT
Notice how only one two bots are using pistols while the rest are having infinite grenades and support crates. "Yes, bot, attack me with that healing crate."
Also default bot behavior on maps appears to be "PvP" where they prioritize killing other bots over achieving objectives. They are so focused one enemy bot can be in a cap, but all 20 or so team bots will not rush the cap - they'll hang back and try to shoot the one enemy bot vice use their numbers to rush.
Other bot bugs include abandoning vehicles that aren't stuck or aren't "theirs". Ignoring enemies next to them because they are trying to snipe a bot across the map and hiding behind a building. Abandoning a revive to leave cover and hunt a bot that can't shoot them. And the worst - zerg rushing caps with recon vehicles even though the map shows it's occupied by the bulk of the other team.
They also avoid getting into the bolte, hovercraft, and that small helicopter but only if they don't spawn that helicopter. They also get out of vehicles that are below 5% health which is ok, but the driver should stay in order to not hand over a vehicle to the enemy. Nothing is worse than having to fight a bot in a repair equipped, anti-personnel geared wildcat.
What would be nice would be for bots to have mixed equipment on their weapons (most run stock with high power ammo), or stock vehicles.
I agree with some of your points but in regard to the AI not rushing in, they won't unless they have an upper hand. I actually like that attribute about them. They won't run in if one or two others make their way to the objective but if the situation changes in their favor, they will.
I have created PvE experiences for my friends and I that we play. We have noticed this behavior too but also noticed how we could influence the tide of the battles through our own actions. ....flanking, sniping and otherwise engaging the enemy in way that helps turn the tide so the rest of the team (AI) will move in. We're actually glad that they have a more of a self preservation attitude than some other AI that tend to simply rush toward the action / objective regardless. The thing is, you can also help influence that by changing some of the settings like the respawn delays, etc. if you feel you can never seem to get the upper hand.
I also noticed the imbalance of what loadouts the AI chooses to use and how they use them. I too wish we could have greater influence over this. As an example, with 1942 assets without restrictions, I find there is a disproportionate amount of AI (maybe 1/3 or more) wielding bazookas / panzerfausts. We also have a hard time getting revived by AI teammates although this was supposed to be addressed. ....plenty of examples of them reviving each other but not us, real players.
