The best way to make people play in my opinion would be to make the game fun to play, so that people come back to play the flipping game and not for some superficial rewards.
Bring a server browser and more importantly persistent servers. Make it possible to play together with more than three of your friends. Give us squad management features. This alone would go a LONG way to make people play the game, regardless of the battlepass content or some 'missions'.
EDIT: Oh yes, and I forgot: fix the hitreg. This was making me quit the game yesterday. There was basically ZERO hitreg on some enemies, even with decent aim and the crosshair on target I could empty half a mag and they could turn around and kill me in one hit (not even a headshot). Once or twice I could stomac maybe, but this happened over and over again yesterday.
Exactly my friend, can't even add to that, perfectly summarizes the core issues/gameplay aspects that NEED to be addressed.

You can encourage people to play..thats a good idear.
But before you do that, they need to fix alot of stuff first.
The exposure map is a good start...but with the broken hitreg ( or whatever the bananas is going on) its unplayable.
Add new weapons
Add wel toughts out maps
Add a server Browser
Maybe a commander mode? ( just for the fun)
Make it so that you don't have to buy a new € 3000 Computer to play this game.
Add more support for console players
Again, they need alot of things to do so more people will/can play this game.

1. Map rotations
2. Server Browser
3. A functional squad UI window so we can easily swap squads and join up w friends like all other BF games.
4. The 4 classes and scrap the crappy specialists.
5. Add actual cover on all objectives and make all maps look like an actual battle has taken place.Basically Battlefield as we knew it.
