I would like to create my own weapons in game maybe these could be split up into multiple parts with different damage for each parts but have a universal overall damage and then when you unlock more ...

Between the cosmetic skins and Plus system I feel like we are already there. Perhaps you have a bigger imagination than I.

On kill cam, where it shows players weapon info, there is a gun with an arrow above it. is that what this is?

The Plus system allows you to swap barrels, grips, sights and ammo while in-game. Check your button mappings for which button the Plus menu/system is assigned to.
I believe the arrow on the kill card indicated the killer had a 'proficiency' for that weapon. You may want to skim the Blog post on Classes if you aren't familiar with proficiencies.
