Points?! We don't need no stinkin' points!
We need fun. The stinger is not fun, especially against experienced pilots who have 'solved the game' in managing that threat.
Throw all the points at it that my RAM can hold. It won't make much difference if people don't see it as a enjoyable task. Playing AA with the stinger is too chorelike.
Make it more skill based (dumbfire mode) along with some customization options (tradeoffs for dmg, range, velocity, reload speed, ammo capacity, manual guidance). Allow us at least some hope that we can down a seasoned pilot.
