Instead of nerfing things requiring teamwork maybe incentivize them?

@AngrySquid270 Would love more effective "dumbfire" AA options, the stinger just feels so lame. Sure it's a constant threat throughout the battlefield since everyone can carry one, but skilled pilots can stay low enough and use cover to break locks while flares are down (or just stay out of range) and dodge solid locks with ease (that or stingers are busted).

Having some static AA guns around the map would be rad.

@edgecrusherO0 we used to have AA's at bases and they totally made sense and still do.
