For sure. Nobody at DICE is authorized to talk about 2042 without getting written approval from the General Manager most likely. The Community Managers are probably not allowed to talk about 2042 either without written approval.
I've never seen strict gag orders be issued on a released game. EA must be afraid of a Cyberpunk lawsuit happening to them and Sony removing 2042 from the PlayStation Store.
If they were real community managers, they would be able to interact with us without prior written permission for every post. The fact that they stay silent allows only for one explanation: the meaning of 'community manager' is to manage the community by keeping them busy and quiet and let the game die as soon as possible with the least amount of fuss and anger towards their employer.

They could be in the middle of some internal reorganization? The entire clown clan replaced with a real dev team to clean up this mess maybe?

There was another thread that got deleted for some reason today (an open letter to Andrew, EA CEO or something along those lines) where we were talking about management and what it takes to right the ship.
I won't repeat myself here but rest assured that there is basically NO WAY (even if the management was replaced with competent people) that they are able to hire good developers in the short time it would take to do that to save BF2042. And just hiring is not enough, even good devs would need some time to get up to speed with a new engine and development process. Given the very bad reputation Dice now has as a employer, I would be surprise if they could find half decent devs working for them, let alone good ones.
I am myself in the process of hiring new developers for our company, doing technical interviews. I can tell you that even at a company like ours (won't say which, but let's say we are a lot bigger than Dice and also pay better) it is really hard to find new people. Given the reported working conditions there I don't know if anybody even applies there -- so even if they take 'everyone' half decent they will have a hard time hiring people.

But, this is the better communication they promised. Really no point in posting anything on the forums, only actions are moderators telling posters to stop calling people * and *....
